Buying Detroit? Good, let them have it......and throw Chicago in the deal for free. And for the Great Lakes? Right now all 8 states surrounding the Great Lakes have laws in effect that NO ONE and NO COUNTRY can tap the Lakes for water (Canada has similar laws). The southwestern U S is sucking wind for water! One day in my lifetime, a judge will overturn the 8 Great Lakes' states laws. I'm 'sort of' getting up there, but it will be in my lifetime. The odds? My estimate is about 100-1 that the Lakes will be tapped (other than drinking water).
