Title: Egyptian 2008 25 piastres error or what?

On all coins the writing and drawing are the highest points (positive), but this coin is weird. Everything is the opposite (negative), seems like being engraved.


The coin on the right is a normal 25 piastres (just for comparison)
What might cause this to happen, and does this error have a name?  ???
