Phoenix rising from the pot metal.

I pickup a medal issued by the Phoenix Coin Club for Coin-A-Rama 1963. For some reason they cast rg=these medals. The fields are very pebble like. There are two pimples on the obverse--one behind the Phoenix's neck and the other towards the rim at about 7:30. It has no ring and the edge has been rather meticulously filed. I have no idea why they would have cast medals for Coin-A-Rama instead of striking them. Or for that matter where they got the host from.
